About the Kuroshima Port Prefectural Road

The Kuroshima Port Prefectural Road is the southernmost prefectural road in Japan, connecting Higashisuji—the island’s largest settlement—with Kuroshima Port.

This prefectural road has been selected for the “100 Best Roads in Japan” list compiled by the Ministry of Land, Infrastructure, Transport and Tourism, and offers a panoramic view of the scenery unique to Kuroshima, with its pastures and cattle.

Locals call it the “Top 100 Roads.”

This road has a peaceful atmosphere, featuring lush green pastures and red-tiled roofs—all elements that give it a distinctly Okinawan feel.

100 best roads in Japan

"Japan's 100 Selected Roads" refers to a list of 100 roads selected by the Ministry of Construction between 1986 and 1987 based on criteria such as historical significance, charm, aesthetic appeal, and accessibility.

The selected road was honored by the Minister of Construction and presented with a commemorative plaque.

As mentioned above, the roads selected for the “Top 100” list were chosen based on various criteria, including historical significance, charm, scenic beauty, and accessibility. They range from national highways with scenic views to steep, winding mountain roads and tree-lined avenues.

You can spot it right away because it’s a wide road leading from the area around Kuroshima Port to the village.

There isn't a single traffic light—it really feels like a typical Okinawan road.

As you drive along the road, you can see the oxen leisurely grazing in the lush, green pastures.

Kuroshima Observatory

The Kuroshima Observation Deck is located roughly halfway along the Kuroshima Port Prefectural Road, on the way to the Higashisuji settlement.

Located next to Kuroshima Elementary School, this observation deck has a unique, swirl-like shape.

From the observation deck, you can take in a panoramic view of Kuroshima, and across the sea, you can also see Iriomote Island, Taketomi Island, and Ishigaki Island.

There's a gazebo next to the observation deck, so it's the perfect spot to relax.

Kuroshima Post Office

The Kuroshima Post Office, located in the Higashisuji settlement just past the Kuroshima Port Prefectural Road, is characterized by its red-tiled roof—a hallmark of the Yaeyama Islands—and is the only post office on the island.

Like mainland post offices, it is open on weekdays and has ATMs.

Also, since you can get a postmark unique to Kuroshima, it’s a great idea to send a postcard or letter as a souvenir.

Monument to the "100 Selected Roads"

As mentioned above, the “100 Best Roads in Japan” monument was erected to commemorate the selection of Prefectural Road 213 (Kuroshima Port Line) as one of Japan’s 100 Best Roads.

The monument for the "100 Selected Roads" is located near the start of Route 213, right next to the Kuroshima Community Center, so you'll spot it right away.

In 1986, when it was selected as one of the “100 Best Roads,” it was an unpaved road covered entirely in white sand; once you pass through the village, a pastoral landscape of ranches and pastures unfolds before you, making it a scenic route that truly offers breathtaking views.
